Method 1: Recover Permanently Removed Photos on iPhone using iTunes Application

Step 2: Follow the next picture below and Click on the Computer button then later click on Restore Backup.

Step 3: A small window will open. Click on Restore to continue to process.

Method 2: Recover permanent deleted photos on iphone using iCloud

Step 1: Open Settings then go to the General Section follow the image below.

Step 2: Look for a  Reset option there. Select it using the picture below.

Step 3: Click on  Erase All Contents and Settings. Note this will do the resetting operation and make the device start from the beginning.

Step 4:We did factory restore in order to get this options then After starting, you will get this options. Then click on the Restore from iCloud Backup , this will recover all your photos and data from a recent date you selected.
